The pilot who made a treacherous crash-landing on New York's Hudson River look like a routine maneuver got a hero's welcome Saturday in his California hometown.

Chesley B. "Sully" Sullenberger put his US Airways jetliner down on the Hudson minutes after both engines failed, then walked the length of the drifting Airbus A320 twice to make certain that all 155 people on board got off safely.

He was greeted by several thousand cheering people gathered around the town square in Danville, California, for a celebration in his honor.

Mayor Newell Arnerich presented Sullenberger with a ceremonial key to the city, an upscale suburb near San Francisco. Sullenberger, who has avoided public comment since the January 15 incident, made very brief remarks.

He thanked the crowd for an "incredible outpouring of support."

"Circumstance determined that it was this experienced crew that was scheduled to fly on that particular flight on that particular day," Sullenberger said. "But I know I can speak for the entire crew when I tell you we were simply doing the jobs we were trained to do. Thank you." Watch Sullenberger address the crowd »

Sullenberger's wife, Lorrie, fought back tears as she spoke of her husband.

"I have always known him to be an exemplary pilot. I knew what the outcome would be that day, because I knew my husband," she said.

"Mostly for me, he's the man that makes my cup of tea every morning."

Fukuda, who has been in office lass than a year, made his announcement at a press conference Monday night, the Kyodo National News Agency said.

The 72-year-old prime minister said he made his decision last week, and was stepping down because of the difficulties he has had in carrying out policies, Kyodo said.

"It is necessary to try to implement measures under a new framework," Fukuda said, according to the news agency. "I thought now is the best time (to resign) to avoid a political vacuum."

It was not immediately clear when the resignation would take effect.

Fukuda said he had asked his party, the Liberal Democratic Party, to hold an election to pick his successor.

Fukuda took office less than a year ago after his predecessor, Shinzo Abe, resigned after just 12 months in the job.

The medical plan, introduced in April, raises premiums for people over age 75 and deducts health-care expenses from pension payments.

The government has said the plan is unavoidable in a country with one of the world's largest aging populations. Opposition parties have criticized it for its effect on one of the most vulnerable segments of society.

In June, Japan's opposition-controlled upper house of parliament approved a motion of no-confidence in Fukuda.

It was the first time a chamber of parliament has passed such a censure in the country's post-war history, but the motion was non-binding and largely symbolic.

No-confidence motions only count in Japan when approved by the lower house, which is currently controlled by Fukuda's political party.

Still, analysts said the no-confidence motion was a stinging rebuke for the prime minister.

A slowing economy added to Fukuda's sagging political clout.

LONDON — Britain's domestic spy agency wants gay recruits to know: It's time to come out of the closet.

After shunning them for decades over worries of blackmail, MI5 is now asking gay and lesbian people to consider a career as a spy, promising the chance to fight terrorists, protect their country _ and earn a decent salary, plus benefits.

As part of an ongoing recruitment drive, MI5 is already wooing women, minorities and people with language skills. The fact that they're now reaching out to Britain's gay community is long overdue, said Peter Tatchell, a London-based gay rights activist.

"Until a decade ago, gay people were seen as a security threat, and as recently as two decades ago, they were being witch hunted and sacked from the security services," he said Monday.

"It was part of the Cold War mentality that saw security threats, traitors, and spies everywhere," he said. "Gay people were regarded as vulnerable to blackmail, even if they were open and out about their sexuality."

Britain had some infamous gay agents during that era, such as Guy Burgess and Anthony Blunt. The two men were caught spying for the Soviet Union.

The spy agency is shaking off its clubby image and becoming more representative of the community it serves, said Ben Summerskill, chief executive officer the gay rights group Stonewall, which publishes a job hunting guide that includes the spy agency as a prospective employer.

"My recent experience of them is that they're not John le Carre, Graham Greene _ it's not that sort of tableau anymore," Summerskill said Monday.

Stonewall also is working with MI5 to create a workplace environment that is supportive of gay people.

Currently, MI5 has about 3,500 staff, twice what it had in 2001. The new drive comes two years after MI5 began publicly targeting women for recruitment, placing posters in gyms and advertisements in sports magazines that featured a black woman.

MI6, which collects Britain's foreign intelligence, also is looking for new hires, and in particular is encouraging applications from women and minorities.

According to MI5's Web site, intelligence officers earn a starting salary of about 23,000 pounds (US$45,000) plus benefits. Applicants have to be British citizens, and must pass a lengthy vetting process.

"As an intelligence officer at MI5, you'll be faced with some of the most challenging issues affecting national security today," the site says. "The decisions you make will play a major part in our efforts to counterterrorism, espionage, the spread of weapons of mass destruction and in protecting the U.K.'s critical national infrastructure."

Garry Hindle, the head of security and counterintelligence at the Royal United Services Institute for Defense and Security Studies, said MI5's inclusion in the gay and lesbian job guide is about inclusion, but it's also about image.

"They're trying to portray themselves as an open, inclusive organization that's working for the good of the community," Hindle said. But "it does need diverse members of society to be able to access the diverse members of society that they may have interest in."

The agency would say only that "the service seeks to reflect the broad range of U.K. society which it serves."

Available jobs include translators, computer specialists and surveillance officers.

Later this month, Delta Air Lines customers will be able to avoid long security lines at Los Angeles International Airport by enrolling in a national program that provides priority lanes in passenger terminals.

In the first operation of its type at LAX, the Clear fast-pass system -- using fingerprint and eye scanners -- is designed to identify travelers and get them through Transportation Security Administration checkpoints in a matter of minutes.

"Just to know you can get to the airport at a decent time, go through security and make your flight is something you can't put a value on," said Bryan Martinez, 37, of Thousand Oaks, a marketing executive for Amgen Inc. who has used the Clear system for several years at other airports.

(AP) -- Oil prices fluctuated Monday, surging past $143 a barrel for the first time and then falling back as a rising dollar prompted some investors to sell. Meanwhile, the price of gas at the pump hit another record high.

Supply concerns, a weak dollar and a fragile global economy continue to drive the price of oil to new highs, as well as continued tensions in the Middle East. However, oil gave back its gains after the Chicago Purchasing Managers' index of Midwest manufacturing beat estimates and the dollar responded by rising against the euro.

Light, sweet crude for August delivery rose 10 cents to $140.31 a barrel on the New York Mercantile Exchange but was moving in and out of positive territory. In early electronic trading, the contract hit a record $143.67.

On Friday, crude futures spiked at a record $142.99 a barrel in New York before falling to $140.21.
