HOUSE APPROVES BILL TO COMBAT INTERNET SPYWARE, OTHER SCAMS
The U.S. House passed legislation yesterday to combat the
criminal use of Internet spyware and scams aimed at stealing
personal information from computer users. The bill makes it
a criminal offence, subject to a prison term of up to five
years, to access a computer without authorization to further
another federal criminal offence. Obtaining or transmitting
personal information with the intent of injuring or
defrauding a person or damaging a computer is punishable by
up to two years in prison.

RECORD GROUP LETS SMALL WEBCASTERS PAY LOWER RATES
A group backed by the record industry that collects Internet
music royalties said yesterday it would defer new
copyright payment rates for small Webcasters who claim the
new payments would bankrupt them. SoundExchange, which
collects and distributes royalties from Webcasters and
satellite radio, said the offer was for Webcasters with
revenues of $1.25 million or less.

CHINA EASES REAL-NAME BLOG EFFORT
China has confirmed it will back down from requiring
citizens to register their real names before they can blog,
after protests from industry players. The government tried
to require bloggers to register their true identities in
order to curb, or at least reduce, the amount of
pornography, antigovernment views and other posts that
officials deemed threatening to social order.

GOOGLE BANS ESSAY WRITING ADVERTISEMENTS
Google is to ban advertisements for essay writing services -
following claims that plagiarism is threatening the
integrity of university degrees. There have been complaints
from universities about students being sold customised
essays on the internet. The ban from the Google search
engine has been "warmly welcomed" by university authorities.

JAPAN TO FACILITATE ONLINE DISTRIBUTION OF MOVIES
The Japanese government plans to establish a new law within
two years to facilitate the distribution of movies and video
programs on the internet by simplifying procedures to win
consent from copyright holders, according to a draft plan.
The planned law will be designed to sort out a complicated
set of related laws so as to activate content businesses and
give consumers easier access to them.

KOREAN ACTRESS SUES ONLINE POSTERS FOR LIBEL
Korean actress Ko So-young has sued 35 netizens for libel
through the Seoul Central District Prosecutors' Office,
accusing them of spreading false rumors about her private
life through Internet message boards, cafes, and blogs.
"Some netizens have spread lies in cyberspace for several
years, saying that I'm personally close to a particular
person who I have never met," Ko said through her lawyers.
